More than 25 advocacy groups from across the state support bipartisan House Bill 1094 to create meaningful reforms to Colorado’s Pharmacy Benefit Manager (PBM) marketplace. While PBMs were initially created to negotiate lower prices for consumers, employers, governments, and carriers, the current system incentivizes PBMs to drive up out-of-pocket drug costs, and steer patients towards higher priced medicines.
House Bill 1094 removes these incentives by prohibiting PBMs from generating revenue directly or indirectly based on the cost of a medication. This legislation is backed by a large and diverse coalition of patient groups, physician societies, independent pharmacies, consumer advocacy groups, unions, rural health networks, small businesses, and more, including:
Chronic Care Collaborative
Young Invincibles
Lupus Colorado
Cystic Fibrosis United
Chronic Care Collaborative
Healthier CO
Colorado Consumer Health Initiative
Disability Law Colorado
Small Business Majority
